This is a short site with only 5 pages including the home page. I use a memu system that generates off an html file in a sub-directory. The Sitemap Generator indexed 4 of the 5 pages and the menu file. I had to edit out the menu file and add in the missing page. I have used the Generator on other sites with more pages and often it will index only the index.html page and the menu page. it has never indexed all the pages in the root directory.
